The reason why we are putting on the record the fact that Abbas Uddin ['Helal'] was a supporter of the 'NO' to “a directly elected mayor in Tower Hamlets” Campaign is simple.
That 'FACT' has undergone a series of serious and RELEVANT ‘changes’ over the past few months.
Especially following the announcement of the ‘official’ ‘result’ of the alleged referendum dated 06 May 2010.
NOTE that we are describing it as “the alleged referendum”.
This description is being used in accordance with the laws governing evidence, due process and constitutions and also in accordance with the electoral laws in the UK.
We are doing this also as a contextual introduction
preparatory to our detailed examination of the negligence as shown by the Tower Hamlets electoral area “Returning Officer” in doing his job as far as it affected the due and the proper and the TRANSPARENT and the constitutional conduct and holding including supervision, regulation and audit of “a referendum”.
Those changes have been linked with the ‘fact’ that the “Returning Officer” has failed to answer questions that address the very central constitutional and legal and democratic concerns felt widely about the ending of the collective system of democratic representation in the Tower Hamlets Borough Council
It – the “conduct” of the “Returning officer” as so far summarised by us - shows the practical obstructions to democratic accountability created by an undemocratic bureaucracy that controls - and has controlled and is still likely to remain or be allowed to remain in a position of control of- the former Labour Party in Tower Hamlets still Bliared.
In the following statement put on the web site that was registered in Abbas Uddin’s name, the “NO” campaign “supporters” concerned [note the specific references we are making here] with the creation of that web site and its contents stated on 09 February 2010 this: -

“On May 6th 2010, as well as the usual Council Elections, and possibly a General Election, there will be a referendum asking Tower Hamlets Residents to vote on whether Tower Hamlets Council should have a directly elected Mayor or not.
We are an all-party group of local residents who have come together to campaign against the proposal for a directly elected Mayor because:
1. A directly elected Mayor will marginalise your democratically elected councillors.
2. A directly elected Mayor would damage the representative nature of our council – only one view would matter.
3. Scrutiny of decision-making would be weakened with the public and councillors powerless to hold the directly elected Mayor to account.
4. A directly elected Mayor can appoint non-elected advisors who would not be accountable to local people.
5. There is no provision to remove an incompetent directly elected Mayor. ”

The BHANGEELAAR! Campaign was created and the campaign title of BHANGEELAAR! Adopted at the end of the demonstration held outside the Brady Centre Hanbury Street London E1 on 06 February 2010 at the initiative of Muhammad Haque who did NOT take part in the creation or the publishing or the contents of the web site that has been referred to above [the one which was opened later and registered in the name of Abbas Uddin ‘Helal’ and dated 09 February 2010]..
The BHANGEELAAR! Campaign logo and materials were initiated by Muhammad Haque and supported by more members of the community than had been involved with any other step or initiative AGAINST there being an elected mayor in Tower Hamlets.
This set of facts is being put on the record here by BHANGEELAAR! as part of our voluntary compliance with the ethics of transparency and with the universally recognised requirements of constitutional law and due process.
We shall next detail the behaviour concerned of the “Returning Officer” “Dr” Kevan Collins during the weeks following 06 May 2010.
